A question that turned out not to need an answer on re-measurement: the difference it set out to explain lay below the platform's own measured noise floor. Booking it as "fell" would claim something else — there was nothing to explain.
Calculation
outcome = dissolved, which_rule_fired = noise_floor; the noise floor comes from src/lib/metrics/noiseFloor.ts.
